@Infectant, You may have been on a pure server meaning no skins. What i always do is just click create a server and test them locally.
@Google, I am going to stick with TF2 for now. The tools needed are the same as TF2, so you could download them. I may eventually make some for CSS, but for the time being, I am only doing TF2.
