Whoa an Arena server with 12 people per team?

Most arena servers I play in has a team limit.

Pretty sure I've been in a server with 16 player teams before.

If I understand correctly, a plugin is required to allow more than 12 or so players per team on arena. Most 32-player arena servers (not that they are exactly abundant) I have played on use this plugin.
