TF2 Steam help

[-Jv-]

Today I wanted to play TF2 and It kept giving me this error when I tried to launch

Steam has found a problem with your local games file.
Game files will now be re-acquired from the Steam servers

So now I deleted all my TF2 folders, including the CGF's and tried re-installing but it stays at 41% for some time then it changes to download starting. I tried restarting steam a couple of times but it doesn't work..

HELP, I wanna dominate some ppl in TF2
