Need a new Avatar

Hey guys i am looking for a program that can turn normal pictures into cartoon pictures, i seen something once that could do this but cant remember the program name.

anyone have any ideas of a program that can do this.

I think there is an effect on photoshop in the filter gallery, I'm not sure. But there is lots of applications on the web that turn you in to cartoons, they may work. I'm sorry but I don't know any.

EDIT : Had a look on photoshop, I think Sumi-e filter effect gives it a slight cartoon looks. Maybe that's my opinion though xD
I'll keep on looking and post if I find anything.
