Cloak and Dagger is a big waste of time. I used it for a while and discovered that I can pretty do everything I did while using the Cloak and Dagger but do it a lot faster with the normal watch.
And I really wish that Valve would make it so that Spies that are disguised as a specific person would get a chat bubble above their head when the person they are disguised as presses the chat button.

Uh, no. Normal watch can let you get behind all your enemies aswell, you just need to know how to conserve cloak. I never uncloak untill im behind my enemies, and im cloaked pretty much 90% of the time with IW. Can stab a few and get all my cloak back because of the metal drop.
IMO it comes down to the speed of the map. If it's a fast paced map you should be using the normal watch if you know what you're doing. If it's a locked up 2fort, cloak and dagger can be the deal breaker. Waiting for the perfect moment to strike can be devastating. If your team is about to rush in with an uber a quick run around sapping puts the nail in the coffin which isn't easy with the normal watch as you pretty much have to keep moving to keep your momentum. Plus after you're done sappin and your team is grabbing the intel, you can hide and wait till they're about to bring it back up and cause havoc on the frenzied engy's trying to get their sentries back up while someone makes a quick escape with the intel.
The biggest downfall with the cloak and dagger is trying to run around cloaked. Like those spies who crouch walk everywhere until their cloak is almost up, camp until it's recharged and keep moving. That's pretty much the worst way to use it. Not only are you being ineffectual for your team, you're wasting your time doing relatively nothing. if you get flamed by a pyro, you're done. It's all about picking and choosing your moments.
