Snowman, to answer your question, they're planning on converting the Falcons into an alternate food subsidy source which would further be used by the U.S. Government therefore gaining high grounds within office. eGO would then take over the country.

Give them to all the players that are above 50 in HLX, making them useless for about 20 hours before they get the hang of it. During that time we kill them as much as possible and get a ton of points. Oh, also these ones come with a lock in device that makes you stay in the server and lose all your points.
