New PC build won't even start.

Also, check all connections. EVERY SINGLE THING YOU HAD TO PLUG IN, CPU, RAM, Power cords. Everything, just give it a quick wiggle test and push it in.
 
Check to make sure the IDE controller is enabled in the BIOS (Marvell or another company), it is necessary for the first use of a HD.
