The title pretty much explains my suggestion.
I think this has been discussed MANY times in other forums, in admin chat, in discord, and wherever else. On top of the general discussion, I also believe that most players agree: When someone has been CT banned, they should not be able to leave the server for x amount of time, to return after said amount of time, and instantly rejoin CT. The timer should only be ticking down when they are alive and well on T.

\o

EDIT:
After hearing you guys' points of view, I must admit that I agree with the person only being CT banned as long as they are on T side, not exclusively counting alive time.

The new suggestion would be as follows:

The timer of the CT ban only starts ticking down when the player is on the T side.

+1. We need to make this happen asap. This should've been done awhile ago, though I understand both sides of the argument this just makes sense.

What is the other side of the argument? I'm failing to see it, but I'm sure it's there.

The other side of the argument I've seen is regardless of the problem at hand the time is served. Also that instead we should just regular ban them. A few of the points I've seen, which I don't agree with. As you said this has been discussed before. Those are just some of the things I've seen.and like I said, I disagree with those points and would much rather this suggestion be implemented.

I really would prefer for CTBan to stay as it is. I believe if the server were to go straight to your idea of being spawned in as time served, then it would alter game-play negatively (delaying rounds to get time shaved off, Ts not rebelling so they spend more time alive, etc.)

A compromise I could agree with would be to have both time spent alive and dead (so just connected) count as time served towards their CTBan.

I see your point.

Spending time on T (dead or alive) would be a compromise.
What do you think?

While I see your point I disagree, as if this happens they will get punished further.

+1 to this. Although I think its fine as it as currently, I would much rather have it this way than as time spent alive.

+1, Yes absolutely 100%. This is a great suggestion. I agree because there are a lot of kill-hungry CT mains who get a free-kill ban, and then they just DC and come back and instantly rejoin CT (it's almost like they weren't even punished and probably won't learn from it). Having them have to spend 15 mins or a few rounds alive as a T should serve as a great reminder of how frustrating it can be when you get free-killed and having to wait out a round, because staying alive on T is not always the easiest. It takes a level of attention/skill and competing, and I feel like the CTs need to have that same kind of awareness when they are deciding to shoot someone or not. It's also a way to put them in the shoes of the terrorists and can hopefully teach some people to not be as toxic as they once might have been while playing as a guard.

Pro's:
1. Can possibly inspire guards to not be overly toxic and be more careful while playing CT.
2. Make's it where the CT ban actually has to be served rather than simply avoided by leaving the server.
3. Guards who freekill a lot will likely get better at T games.

Con's:
1. The main Con I can think of is if someone were to free-kill and get a CT ban during a map where not a lot of players want to play CT, the ratio would be damaged even more and allow for easy rebelling since there was already a lack of guards in the first place, and some players who want to play as T might have to hop on CT to help even out the ratio.

ok like can you explain why? not like we can get ctban so doesn't really affect us hehe ;)
Lot of variables that a Prisoner wouldn't be able to control that could make their ban much longer then it needs to be. Making it to where the CT Ban timer only ticks down when you are alive and on T could very easily turn a 15 minute CT Ban into a 30 minute - 1 hour long ban depending on how the rounds go, how you play as a Prisoner, etc.

With that being said, if we were to get rid of the "have to be alive and well" part and just make it to where they'd have to be on the server for them to serve their time I could get behind that.

Regardless though I don't really see a need for it, if someone gets CT Banned then just leaves the server and continues to repeat that behavior use admin discretion to start upping any future CT Bans on that player. If it gets extremely out of hand and you're having to CT Ban them every single day up it to a server ban for disruption.

that can be easily solved "Be in the T team" so even if they are AFK will get moved to spectate and will have to still join, now if we do that probably will be afk moving the mouse a bit every 2 minutes or so.

Look you know we are not able to do that at all, and that is the problem, they can easily just left and do you think we gonna remember every single ctban of a person? not even a command to check the last 5 ctbans or anything, that's why at least with this susggestion they wont take ctban as a jokes, because that i what ctban are, a joke right now.

Or, we could use our heads and unctban if we think it's impacting the gameplay and circumvent the issue. Thus needs added. Otherwise realistically CTBan is worthless. Why should I CTban someone if the ban isn't gonna affect them anyways. As an admin, that's frustrating.

I agree with the ban ticking when you are a dead or alive T. (Being in spectators shouldn't count).
It would make the ct ban a little more punishing and make trigger-happy CTs think before shooting.

If anything, the 15 min timer should start after the round is over from when they get swapped when the player is actually on the T side.
