If you look up "Counter Strike: Source Beta" on Steam, it will give you a page to it that tells you what they changed.

Our Advisor Beta has dabbled in game development for some time now, and he decided his first big project would be to make an exact copy of CS:S, except fixing some gitches, bugs, and possible hacking issues. He then titled it "CS:S Beta" because he likes his name alot.

lol this has to be the best reason i've seen yet.
Hey, they did not change anything again. The CSS beta was basically created to prevent Valve from releasing recent changes that may be still buggy. In other words, a bunch of people will play CSS BETA when it updates, and will report bugs to valve, once valve fixes everything, they then release it to us. Hope that helped.

CS:S has a "beta" client so that valve can test major changes before they go live onto the servers. If you own CS:S, you have the beta.

I honestly dont know, maybe Valve gets complain about CS:S bug or glitch too much??
And it is old game, so its different from new games like TF2, so thats probably why
