The issue I see with this is, the time was made so the PD can have a good enough time to respond and still get RP. So making it where the call comes out when the door blows, gives civs 10 seconds to grab the loot and leave meaning cops have 10 seconds to respond.
So basically you get a free what $1,000 when you hit a truck with no chance of cop interaction. You also stated that this should only happen if the police got a better evidence system. I'm guessing when you say this you mean a gunshot leaves a serial number instead of a name. This is still a little unfair because of the fact that again this leaves no interaction with the civs to the PD. and it's a free $1000 again for no chance, basically all reward no risk.
I saw that in your original post you said that you think an investigation would lead to more RP, but the issue is yes it will. it will give RP from cop to cop. But as for the PD getting RP from civs is where it's lacking. Also, you said that these "bank truck heists" should result in pursuits instead of a shootout, but then again you shot and killed 3 people and robbed a truck so it would make sense to end in a shootout. And to an extent, I think this is true they should be more of pursuits, but also we have to keep in caution that whoever robbed the bank truck is armed so I mean it would make sense for the PD to be ready with a weapon.
Now also if I am completely wrong and read the entire thing incorrectly let me know and I can see if I change my mind.
