I completely know what you mean. You want to have a go at warden and spice things around, instead of the same 3 people who just keep giving plain orders that either end in rebellion or end in boredom.

But saying that, lot's of people like being "just a guard" on the ct side. I guess you just have to be quicker while picking teams, rebel and make the CTs rage or something, then switch when they leave.

Quoting the jail rules.

As a guard, you attempt to maintain order in the prison by forcing prisoners to participate in activities designed to whittle their numbers down as the round progresses.

And not all the CTs need to have a mic to do this. Hope this might help you understand why there isn't a rule that only people with mic's can be a CT.

Now that the Jail server is back up to 44 players, this would be less of a problem.

I don't think it's such a huge problem yet that it needs to be 'fixed'..
