I'm only worried about two things with this...
1) The availability and capabilities of tools to help the servers with options such as killcam, hardcore, team balancing, etc.. at release.
You don't need server tools to configure the server. That's what the config files are for.
Have we forgotten that it takes more than a tool to run a server? Any server admin/manager should know the ins and outs of the server, and be able to change or fix anything without the use of a tool or control panel.
Still, having BF3CC available upon launch will depend on DICE. Even if DICE doesn't provide a tool, or a means for a tool, you can almost be guaranteed a tool or control panel within weeks, if not days, from the community.
Furthermore, I do not believe that the SDK or lack of modding tools is a make it or break it issue. I'd rather have a high quality game at launch with future patches with the SDK, rather than a crappy game that you have to mod to make work.
