If someone is cheating (blatant aimbot) in the server and everyone can see it happening including an admin. Do you really need to demo first before you banned? All the players in the server where complaining, admin and non-members are yelling at each other, but the cheater is still cheating.. Do you really need to demo first before you banned the cheater?

Yes. All bans to do with hacking must have a demo and a ban request after them so leadership can review them and be sure the player was hacking, even it was blatant, to know if the ban should stay or be lifted.

^ Got it pretty much on the dot.

Anyway, it shouldn't take long to ban. If it was truly that blatant then just a short demo should suffice.

Like Rat said after he had banned the guy, and you all had finished squabbling/ranting about it:

Demo is REQUIRED, be it small or not, obvious hack or not. Even someone that looks like they may be hacking.. might actually Not be hacking.

Hence the need for Demo's.

Also like Rat had said, you guys could've done something about it too and not just went "WHAT IS GOING ON".

Demo it yourself, post it in the ban request forum.

Cure,
You've brought up a good point for those who don't know, and with this in mind here are a few pointers that may help you make a good admin down the road..
As an admin, our job is to try and keep the servers "punk free", but we have to be fair. if someone is blatantly cheating (shaking screen, upside down screen, have a crazy score like 70-2, etc) our job is to document it then ban. you do this by getting a short demo, get a steam ID, then ban, but our job doesn't stop there. then we have to upload the documents into the MAUL system. and keep records on our computer so that if a ban is contested it isn't just simply your word against the hackers.
unfortunately there is always that gray area, those players that could be really really good (like me ;-) lol) that might have a score of 48-6, i mean, who has a 8.0 kdr right?? Those are the ones you have to be careful with, those are the ones that you would simply make the demo and upload it to the ban request and let the trained eyes of the powers to be decide. These players could be really good at hiding their cheats, then again they may have a 5 digit Steam ID and have been playing the game for 10 years.
Hopefully that helps you with understanding why we don't just jump in there and automatically ban someone when everyone in the server "knows" someone is hacking

You need it incase they contest. If they contest and there's no real proof they ever did it, they cant stay banned.

So I used to get 10-20 second demos of those shakey guys running upside down with a para killing everyone just incase it was ever needed. Sooner you get rid of em the better.

This type of blatant cheating had the entire opposite team going to spectate. The admin should have immediately went to spectate and started demoing the hacker not squabbling about someone else making the demo. The process of a regular member taking/submitting/reviewing the demo would have allowed the hacker to continue to play for some time. An admin's main responsibility is to ensure the rules are being followed not to just play the game.
