Is Secret World free to play now? and do past subscribers get benefits?

Kind of. It's in a Guild Wars style of cost setup currently, where you pay once for the game and that's it. There's apparently a Mann Co style store as well with what are basically cosmetic items for $$$, but there's no monthly subscription fee.
