Sometimes when I'm playing on the jail server, some people freekill multiple times and do not get revoked and are even reported to admins on the server at the time etc. and no punishment is received from admins. I find that sometimes admins revoke immediately if there is 1 freekill and i find it really unfair that some people can basically get away with it and I would kindly ask that either all admins get more strict or they loosen up on the CT's when freekilling i.e. listening to their reason of why they freekilled or just give them 1 strike and if they screw up again they get revoked.
I really don't know what to do about it and I would ask simply that something is done.

Hey Fetty, you have a few options here for when you encounter this:

1. As stated above, the dropbox is always an option for issues.

2. If it's a specific player that is constantly doing it, record screenshots of what has happened, including the kill feed. Console logs of the kills also. You can then submit a ban request in the appropriate section to have leadership handle it here.

3. We have an awesome Teamspeak server with regularly active members, who are often ingame. They can explain the decision or assist you easily when you run into this issue, I definitely recommend hanging around in the CS rooms!

4. If you type in Team chat (by pressing U) and starting the chat with an @, it will send a message to admins, who will be able to reply to your issue ingame.

There's a few options for handling freekilling situations, I hope this helps out!

All admins are different, and handle situations differently.

If you have a problem with somebody on the server you always always have the right to contact us, so you can tell us what's wrong. Please do so by using @ in team chat to inform us.

Complaints that you may have go in the dropbox, as said above.

Population pretty much said it - Some admins use admining techniques different then others, such as instead of a all-chat warning they might private message, or 'psay' them instead.

With Jail it isn't always easy to tell whether something is a freekill or not, or just if a player is new to the gamemode, and we can't (or at-least shouldn't) take direct action based off a player saying someone freekilled. A general warning could be issued just in case, but a direct/specific action (IE revoke or player-specific action), likely not.

Also, freekills often happen by mistake, or not on purpose, since it can be easy to misinterpret orders/jail-rules, particularly since some servers use different rules/judgement calls then others.

Something I've always thought of is: Without players, there wouldn't be active servers. Without active servers, there wouldn't really be a clan/community.

What I mean by this is that there are times where being a 'strict' admin is needed, but it shouldn't be needed all the time. Otherwise it's easy to lose the server population, if not the server as well. Hence why I tend to give multiple warnings/chances for things that are usually minor slip-ups - We want players to have fun and continue playing on our servers, but at the same time we don't want to permit/allow players that are excessive, if that makes sense. (And this coming from personal experience with previous communities as well)

But either way, if a admin is in fact not admining something when they should, contact a leadership member about it. That being said, if you're not sure if a admin knows something happened, let them know of it with the method population & iSimon mentioned about teamchat and the @ symbol. (Example for when you're in teamchat (without the quotes): "@ Player1 is baiting the T's" or "@ Player2 just freekilled me while following orders"

Just my thoughts on the matter.
