[FiveM] Rule Change

Currently in the server we have this rule:
No robbing or kidnapping of Law Enforcement or EMS. These individuals may be held up but not robbed.

My suggestion is that this rule is changed to: No Robbing of Law Enforcement or EMS. These individuals may be held up but not robbed.

My reason for this is that during my time on the server, as a cop and a criminal, I have never seen a "bad" scenario involving the rare occasion where a cop does get kidnapped, I've seen it happen numerous times, and it can really create a fantastic RP scene.

This is a short post and I would like to leave it open for discussion, and add my thoughts where I can, maybe there is something incredibly stupid about my idea that I am missing here, but from as far I can tell, there is no reason for this not being allowed.

I'm not a huge FiveM player, but I concur. This gives more avenues for RP, with only edge-cases for downsides, which could be administrated appropriately.

I see someone who wasn't here during the dark times, let me take you on a journey back where this was the active roster ( https://docs.google.com/spreadsheets/d/17E4SgggLC7ZvEn6xfvZ-1vONX84AhT4y9J4bMYBvogE/edit?usp=sharing ) so back then we had a lot of cops, people were patrolling everywhere, calls were being responded to, everything was okay. But back then there was a problem, kidnapping EMS was said problem, what would happen was someone or a group of people would kidnap a cop and hold them for ransom, every cop on the server at that time, around 10 would be "required" to respond, and guess what, these scenes would last up to an hour. That means that every other player other than the 12 who were on that kidnapping scene, had no cops to RP with, no cops to respond to calls, nothing.

We would have a kidnapped cop scene at least once a day, it was among the worst type of rp on the server at the time, and that rp wasn't even good, calling back in my memory I don't remember one cop kidnap scene that was good or fun in the slightest.

one scene I remember was a cop kidnapping of Johnny Broom(I think) on mount chiliad, 3-4 criminals on top with the cop, asking for a bunch of money to be brought up to them in a bag, the entire mountain was surrounded by cops, air one was airborne, cops were sneaking up on them, everything was going well for the cop side (as positioning goes, not our enjoyment) and we've been negotiating for around an hour by this point, I start to walk up with the bag of money, hand them it and then they kill the cop, shoot at me, run, then jump off mount chiliad with parachutes, I don't remember if we got them or not, but that scene just like the other ones was not fun, its was terrible.

So later on, maybe a few more months of the same thing, the rule was made, and that's why it was made.

Back to the present, today we've had a few "cop" kidnappings where an off duty cop was kidnapped, I've been at these scenes and Imo the RP is not fantastic, I very much disliked the scene as to me it felt like the kidnappers were trying to get around that rule by kidnapping the cop off duty, whether that's true or not, idk. But these scenes were just as bad as before, the only difference between then and now was that I was the watch commander, and I was making sure we had around 5-7 units on scene everyone else was 10-8, it still didn't change the quality of the scene nor the issues with said scene because in this case I felt required to allocate more units to the scene due to the person being kidnapped being a cop who is off duty.
 
This has provided me with better insight, would you say that its a problem of simply not having enough online police? What you describe mainly sounds like a problem of population

Maybe if the rule was modified in such a way there needs to be 20+ on duty in order to initiate? That way 10 cops can respond and the others can engage RP with others?

the problem is a bit of both, one some days we have 2-5 cops on duty at one time max, and some days we have enough, but that scene would just take away way to maybe people from patrol.
 
This is something that I considered, if it was turned into an everyday RP scenario, it would become stale VERY quickly, the same way bank robberies were not too long ago, as @4g0tt3nSo1 mentioned, putting a cop limit in place could be a possible work around, or possibly implementing it and just seeing how it goes.

In the times I have seen a cop get kidnapped (on duty) the scenes were pretty decent to me, but again it would get dry if it was happening every day just for a ransom or with some people just having the "I like to shoot cops and speed away in my 3 million dollar Lamborghini" mentality

Man that link is so old @Satchel @wasabielf and I were cops still. LOL

On the kidnapping issue. I think it’s a waste of time IMO. You’re taking cops away from all other types of RP. Also, most of the time people who are out showing that they’re a “criminal” aren’t the best RPers and it usually ends in shooting and driving away in a super car.

I don't agree with changing the rule.

Also, LE can correct me if I'm wrong but I'm pretty sure you can still kidnap a cop with LE permission? So, if you have a dope idea that requires the kidnapping of a cop - just get permission? I know I've kidnapped a cop before just to get a dope cop chase going to end with a shootout (that we knew we had no chances of winning) But I don't make these scenes last an hour+. 5-10 minutes chase max, followed by maybe another 5-10 minutes of a shootout. (And would only do this if cops weren't currently busy with punks doing stupid shit) No need to drag these scenes beyond their purposed scope.
 
After seeing everyones replies and thoughts I can see why the rule is the way it is. Was just a thought and I enjoyed seeing everyones opinions :)
 
If we were to bring back the kidnapping of ES I would exclude medics from it, we don't want war criminals running around shooting/kidnapping medics.
 
Such a thing wouldn't work without a priority cooldown system. That's not saying that it would work with such a system, just that priority cooldown is the only way to allow police to roleplay it out to its fullest without abandoning the rest of the server

Obviously, other Leadership has put their thoughts, and I share thoughts similar to them. The benefits that are brought with allowing the Kidnapping of on duty emergency services are still there, but we have decided as a team that the overwhelming negatives outweigh the possible positives.
