CS In game perks

Hey all I’m noob to edge gamers. Was just accepted yesterday. Are there any in game perks on CS Source? I thought I’d at least be able to buy a para lol. Is there a list that shows your tier and perks? If so, would someone be so kind to direct me there. Thank you
