I appreciate the effort and research that kuantum has done here. This was investigated into while I was a Manager. Unfortunately, a large amount of the effective server differences between our servers and the base CSGO servers come from our custom plugins. This is (to my knowledge), not something that can be easily fixed by a simple "lag fixing" plugin. (P.S,To me, this is sounding more like a networking and lag compensation issue.
The server infrastructure from what I know is NFOServers, JB is specifically Chicago.
Code:Tracing route to jb.csgo.edgegamers.cc [74.91.113.83] over a maximum of 30 hops: 1 1 ms 1 ms 1 ms unifi.localdomain [192.168.1.1] 2 10 ms 17 ms 10 ms 10.41.224.1 3 10 ms 11 ms 10 ms 100.125.188.12 4 18 ms 11 ms 10 ms 100.120.176.18 5 14 ms 15 ms 15 ms 68.1.211.7 6 13 ms 15 ms 13 ms kanc-b2-link.ip.twelve99.net [62.115.168.32] 7 26 ms 26 ms 26 ms chi-b23-link.ip.twelve99.net [213.155.130.176] 8 28 ms 31 ms 27 ms telia-1.e7.router2.chicago.nfoservers.com [64.74.97.253] 9 26 ms 27 ms 28 ms jb.csgo.edgegamers.cc [74.91.113.83] Trace complete.
As people have suggested, EU players are probably going to have issues with hitreg or ping related troubles because the server is overseas. I'd recommend maybe a VPN to try and work around the networking. The optimal solution is using lag comp plugins like this post from AlliedModders and this post as well. For testing on a dev server, you might want to look at this Valve Dev Community entry and usesv_showlagcompensationto compare.

sv_showlagcompensation caused the servers to crash).https://forums.alliedmods.net/showthread.php?p=2684810
This plugin only compensates entities that aren't already compensated by the server/engine. ie:
This plugin would not resolve a player lag registration issue. The source engine has lag compensation for player entities ONLY.

This plugin is related to a bug with shooting WHILE moving (your bullets would be offset by one tick). This is also not the issue that is presented in this thread and videos. Additionally, this plugin was added as a test, and the server's performance was heavily decreased (sv being increased by double). There was also no noticeable improvement to the hit reg.
While I am no longer a Manager and my say has very little, this comes down to our plugins and network bandwidth. At the end of the day, you will always have a better time and experience on our servers the closer you live to them. While the plugins that EGO uses could certainly be improved, there is only so much that can be done while maintaining the quality of the server. The server's are running as well as can reasonably be expected, and chasing down hit reg issues is very close to finding a needle in a haystack and going on endless witch hunts.
