As long as there is a system, it will be cheated. It's not right, but it's been happening for centuries.

Even with it listed in the MOTD, people will still point farm.
Sure, they get their points, but will those worthless points be worth the ban?

it's having atleast 4 people in the server, not killing but capping flags over and over again.

I don't think not killing is a requirement. It's simply abusing the system to your benefit.

Following-up, for example:

-Jumping to spectator at the end of the round to avoid a death is considered abusing the stat system.
-Colluding with enemy players to allow each other flag caps is abuse.

Things that are not considered abusing:

-Camping a flag, waiting for an enemy to capture it, killing the enemy, and capping the flag.

-Playing normally with only 4 players in a server.
