Whats with the lag in the cs servers?

I have been playing the last few days and there is major lag in most of the server, The jail server is almost unplayable sometimes because of this whats going on?

1. Your ping is high
2. You have computer problems
3. Server connection problems
4. Someone is hacking

its not on my end, I average 50 ping, dont lag in any other servers, and every one in the game complains about it.
