no, the spy does according to the meet the spy video. In the meet the pyro video I imagine that they will show the orgin of those pictures in meet the spy.

I get it now the meet the spy video pciture of the girl the spy is having a love afair with is the enemy pyro, thats why she is not doing her job and spy checking it all makes sense now!

If you didn't already know this, you should play more often. 
In the spawn/refill stations the characters have hangers and stuff with their costumes and personal belongings. In the pyro's section there's a little yellow purse with a pink flower on it.
EDIT: Purse is pink with white flower. I've always known it to be there - realized color of viewing posts.
