Stock server rotation

I've noticed lately that with all the "1 spammers" cbble and mill seem to be almost the only maps played, or at the very least, they seem to be over played.
Is there any chance the rotation could be managed by the config rather than by democracy?

It's a democracy because it seems to work best. And the maps cannot be played twice without going through the whole rotation.
