• black or TS paint = 1 key each
• 2 refined metals = 1 key
• hats = 2 keys each

So, looking to trade any of those items listed above for the amount of keys stated or any combo of items for a bill's hat, such as:

• 4 black paints + 6 refined metals
• any 4 hats
