Well I know I am just an =(e)= member but I am sure I am not the only one to feel the need for a 24/7 5 point server. Maps like Granary and CP Well are really fun and 5 point is more diverse then regular attack/defend map, because you could change from attacking to defending without even changing teams! Maybe we could make this server an 8v8? 8v8's on 5 point maps are some of the best TF2 experiences, but due to our high server population I can see how a 24 slot would be better

As others have said, we have custom 5-point maps. But I'll assume you are referring to official maps.
I agree with you that cp_well and granary are extremely fun maps. However, one of the reasons that they have a hard time in the 24/7 setting is that they are especially conducive to steamrolls. I think that is mainly because as you get closer to the final point the cap times get shorter and the spawn times get longer for the defending teams. When the teams are balanced, I think those characteristics give a more dynamic quality to the game. Now, you might be thinking that the losing team needs to shape up and organize themselves. Usually, this is what happens, the problem is that if the server is weak people will often leave before the teams balance out. A server is weakest late at night, because many people will simply stop playing and go to bed if its 4am and they just got steamrolled, and also in the morning, when only a few people have joined the server and a really skilled player may stand out and dominate the server empty once again.
I will note that Warpath is a similar setup, but the design of the map seems to keep things around the middle three points and the capping speed of the final point isn't quite as large an issue. (Correct me if I'm wrong here, I've not spent more than a few hours on Warpath)
As for the 8v8 idea, our goal when deciding on what to do with a server is what will provide the most players with playtime per dollar we have to spend. If it comes down to a 24 player server vs a 32 player server, most of the time the 32 player one would win. However, if a persuasive argument could be made that something specific about a 24 man server would attract a great many players that wouldn't like our 32 man servers, and that a 24 man server could remain full constantly, it is possible that such would be considered, because a server averaging 24 players connected would probably rank in the top 50.
