i usually join and the CT has way to many players and most of them don't have mics, it's a good idea to make a rule where you can only be CT if you have a mic or the ratio isnt 2:1

Well. When there are alot of players and the teams are unbalanced Kigens Jail Mod wont allow people to join ct. It helps a bit.

Adding a rule for mic only on CT would restrict alot of players that choose to not use mics ingame or don't have one, it would just be stupid, its fine as it is.

I think its fine as is aswell, I only ask for a couple CTs with no mic to move to the Ts if there is literally only one or two people with a mic on the CTs and they don't want to be Warden or are being very poor Wardens. But this is extremely rare, and even then I form it as a request, not an admin order.

3. Stay there, and don't go back.
